1. Office of the Secretary-General

Has the following duties and authorities:

  • Develop strategic plans and action plans of the office, including monitoring, inspection, and performance evaluation, as well as coordinating government operations of the office
  • Handle general administration, facilitation work, finance and procurement, budgeting, personnel management, civil servant development, international relations, executive secretarial work, and public relations of the office
  • Provide services and develop information technology systems of the office
  • Handle secretarial work for the Public Sector Development Commission (PDC)
  • Carry out any other tasks not specified as duties of other departments within the office
  • Work together with or support operations of other relevant agencies or as assigned

2. Division of Legal Affairs

Has the following duties and authorities:

  • Draft laws and regulations, provide opinions and interpret legal issues, study and analyze to improve and develop laws and regulations under PDC’s authority
  • Handle legal instruments and contracts, civil and criminal liability matters, administrative cases, and other cases under the office’s authority
  • Provide consultation, guidance, and work with other agencies related to laws under responsibility, and prepare manuals for disseminating legal and regulatory compliance
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

3. Division of Public and Non-Government Organization

Has the following duties and authorities:

  • Study, analyze, research, and recommend policies, guidelines, and central criteria regarding establishment, merger, dissolution, administration, development, and performance evaluation of public organizations and special service delivery units
  • Provide consultation, recommendations, and coordination with public organizations and other forms of state agencies under executive branch supervision that are not government departments, regarding management system development and implementation according to criteria, standards, and guidelines set by the cabinet based on recommendations from the Public Organization Development and Promotion Committee
  • Handle secretarial and academic work for the Public Organization Development and Promotion Committee and other related subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

4. Division of Digital Government Transformation

Has the following duties and authorities:

  • Recommend policies, measures, and oversee the drive toward providing services to business and public sectors through digital systems
  • Support digital government drive in enhancing public sector digital capabilities regarding integrated government data management, resolving obstacles, challenges, and inter-agency services to facilitate business and public sectors
  • Recommend reducing obstacles from laws and regulations to promote government transition to digital government
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

5. Division of Performance Monitoring Evaluation

Has the following duties and authorities:

  • Evaluate government agencies’ performance, monitor and evaluate public sector development achievements and implementation according to the law on the principle and procedure for good public governance
  • Develop and improve guidelines for public sector inspection and evaluation, government agency operations, and review approaches for government agency performance
  • Prepare annual reports on public sector development, public sector inspection and evaluation reports, and self-assessment reports of the Public Sector Audit and Evaluation Committee
  • Provide consultation, guidance, recommendations, and coordination regarding performance evaluation of government agencies, monitoring and evaluating public sector development achievements, and public sector inspection and evaluation
  • Handle secretarial work for the Public Sector Audit and Evaluation Committee and subcommittees, including relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

6. Division of Government Innovation

Has the following duties and authorities:

  • Recommend policies, measures, and oversee implementation of the Law on licensing facilitation and the law on the principle and procedure for good public governance
  • Study, analyze, research, and develop public sector service innovations and management systems toward becoming Government 4.0
  • Establish guidelines, measures, criteria, and administrative methods that allow public participation from all sectors in public administration, public service development, and promote government agencies to implement such guidelines
  • Recommend improvements, revisions, or cancellations of laws, rules, regulations, and practices that obstruct public service facilitation
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

7. Division of Regional Administration and Local Government

Has the following duties and authorities:

  • Study and analyze to recommend relationship determination and role development between central, regional, and local administrations, and develop guidelines, measures, and methods for regional administration
  • Study models for increasing provincial administration efficiency to strengthen provinces toward high achievement, and promote and support provinces in implementing guidelines
  • Develop frameworks and guidelines for provincial performance evaluation, provide consultation, guidance, recommendations, and coordination regarding provincial performance evaluation
  • Support and coordinate integrated area-based administration
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

8. Division of Public Sector Development I

Has the following duties and authorities:

  • Study, analyze, research, recommend, and coordinate to establish criteria regarding structural improvement of ministries, departments, establishment, merger, transfer, dissolution, naming, renaming, authority designation, and internal organization of ministries, departments, or other government agencies
  • Provide consultation, guidance, recommendations, promote, support, and coordinate regarding organizational structuring and system improvement, monitoring and evaluating government performance, and implementing public sector development strategies or measures in ministries, departments, or other government agencies
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

9. Division of Public Sector Development II

Has the following duties and authorities:

  • Study, analyze, research, recommend, and coordinate to establish criteria regarding structural improvement of ministries, departments, establishment, merger, transfer, dissolution, naming, renaming, authority designation, and internal organization of ministries, departments, or other government agencies
  • Provide consultation, guidance, recommendations, promote, support, and coordinate regarding organizational structuring and system improvement, monitoring and evaluating government performance, and implementing public sector development strategies or measures in ministries, departments, or other government agencies
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

10. Division of Strategic Foresight

Has the following duties and authorities:

  • Study, analyze, research, and collect data on directions, trends, and impacts of global and Thai changes in the future to develop and recommend policies, strategies, plans, and measures regarding public sector development
  • Study and analyze key issues or specific policies regarding public sector development and public management system development
  • Develop large-scale digital databases regarding public sector development for analysis, forecasting, policy recommendations, and public disclosure
  • Create awareness and understanding among government agencies, public sector, and private sector regarding public sector development
  • Develop new generation change management executives to be quality personnel and mechanisms for bureaucratic system change and national reform
  • Handle secretarial work for relevant public sector development subcommittees
  • Work together with or support operations of other relevant agencies or as assigned

11. Internal Audit Group

Has the following duties and authorities:

  • Conduct administrative, financial, and accounting audits of the office
  • Work together with or support operations of other relevant agencies or as assigned

12. Public Sector Development Group

Has the following duties and authorities:

  • Recommend and provide consultation to the Secretary-General regarding public sector development strategies within the office
  • Monitor, evaluate, and prepare reports regarding public sector development in the office
  • Coordinate and implement public sector development with various central agencies and government departments in the office
  • Work together with or support operations of other relevant agencies or as assigned

13. Anti-Corruption Operation Center

Has the following duties and authorities:

  • Recommend to the Secretary-General regarding prevention and suppression of corruption and misconduct in the office, and prepare action plans for preventing and suppressing corruption and misconduct
  • Align government agency plans with national anti-corruption strategy, public sector anti-corruption measures, and relevant government policies, and present to the Secretary-General
  • Coordinate, expedite, and ensure office departments implement anti-corruption and misconduct prevention action plans
  • Receive complaints about corruption, misconduct, or negligence of duties by office staff and forward to relevant government departments and agencies
  • Protect ethics according to the Civil Service Code of Ethics
  • Coordinate, expedite, and follow up on implementation of items 3 and 4, and cooperate in preventing and suppressing corruption and misconduct with relevant government departments or agencies
  • Monitor, evaluate, and prepare reports on prevention and suppression of corruption and misconduct in government agencies and ethics protection, and present to the Secretary-General and relevant agencies
  • Work together with or support operations of other relevant agencies or as assigned
